NOTICE TO BIDDERS – West Entrance Rd. and Laydown Yards
The Kaskaskia Regional Port District (KRPD), Randolph County, Illinois, will receive sealed bids for the construction of the West Entrance Road and Laydown Yards Project until 10:00 a.m. on June 9, 2025, at the office of the General Manager, located at 336 N. Main Street, Red Bud, Illinois 62278. At that time and place, the bids will be publicly opened and read aloud.
Sealed bids must be delivered to the General Manager during regular business hours and prior to the stated bid opening time.
The Contract Documents, including Contract Drawings and Specifications, are on file at the office of Volkert, Inc., 1500 Eastport Plaza Drive, Collinsville, Illinois 62234. Electronic copies are available by contacting Dave Ogle, P.E., at dave.ogle@volkert.com.
This project consists of constructing 900 feet of 24’ – 36’ wide PCC (jointed) pavement and two PCC Pavement (special) laydown yards totaling approximately 13,000 sq yd at the Kaskaskia Regional Port District (KRPD) Dock #2 between Red Bud and Baldwin, Illinois. Additional work includes PCC and aggregate shoulders, earth excavation and grading, soil modification and base preparation, pipe culverts, tree removal, installation of erosion control measures, and all other collateral work to complete the plans as proposed.
The Illinois Department of Commerce & Economic Opportunity (DCEO) has established an overall Business Enterprise Program (BEP) Utilization Goal of 15% for this project. This construction contract requires that 8% of the value of the contract be performed by minority-owned business enterprises (MBEs or WMBEs) and 8% of the value of the contract be performed by women-owned business enterprises (WBEs or WMBEs) or persons with disabilities-owned business enterprises (PBE). Only subcontractors /suppliers certified through the State of Illinois’ Commission on Equity and Inclusion (CEI) Business Enterprise Program will count toward meeting the required BEP Utilization Goal. No less than the prevailing rate of wages, as determined in accordance with the Illinois Prevailing Wage for Randolph County, shall be paid to all laborers, operators, teamsters, masons, plumbers, and any workmen employed in construction on this project.
Each bidder must be IDOT pre-qualified. All work shall be performed in accordance with the IDOT Standard Specifications for Road and Bridge Construction edition in effect at the time of the bid.
In addition, each Bidder must deposit with his bid, security in the amount of not less than five percent (5%) of the Bidder's total bid price, such security being an acceptable bid bond, certified check, or cashier's check. The successful Bidder will be required to furnish a satisfactory Performance Bond in the full amount of the bid.
No bidder may withdraw their bid for a period of 30 calendar days following the actual date of the bid opening. KRPD reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding process.
Request For Proposals – Water Street Bar and Grill Dock Improvements
Project Overview:
This project entails the demolition and reconstruction of various structural and accessibility components to ensure compliance with ADA regulations and to enhance the overall functionality and safety of the facility.
Bid Invitation:
Contractors are invited to submit bids for the following Items of Work.
Pre-Bid Meeting:
A mandatory on-site pre-bid meeting will be held on May 13, 2025, 10:00 am to address any questions from prospective bidders. Following the meeting, all questions and answers will be documented in writing and distributed to all prospective bidders to ensure equal access to information.
Items of Work-General Construction
Demolition and Rebuilding of ADA Compliant Bathrooms
Demolish two (2) existing bathrooms.
Construct two (2) new ADA-compliant bathrooms.
Ensure compliance with ADA standards, including fixtures, grab bars, clearances, and accessible entryways.
Exterior Wall Sheeting Replacement
Remove existing exterior wall sheeting.
Install new strong panel metal sheeting to ensure durability and weather resistance.
Window and Door Replacement
Remove 37 existing windows and replace them with tempered safety glass windows.
Remove and replace two (2) 72” x 80” outswing ADA-compliant doors with panic bars.
Remove and replace one (1) 36” ADA-compliant outswing door with a panic bar.
Interior Wall Sheeting Replacement
Remove existing interior sheeting.
Install new strong panel metal sheeting.
North Wall Reframing and Door Installation
Remove the existing north retractable wall.
Reframe the north wall to accommodate:
One (1) 10’ wide x 8’ tall garage door.
One (1) 36” man door within the new wall framing.
Safety Rail Repair and Replacement
Inspect existing safety rail.
Repair or replace damaged sections to ensure safety and compliance with regulations.
Insulation Application
Prepare walls and ceiling for insulation.
Apply closed-cell spray foam insulation to enhance thermal efficiency and moisture control.
Access Ramp Cleaning and Painting
Clean and prepare two (2) access ramps.
Apply non-skid epoxy material for safety and durability.
Barge Deck Flooring
Prepare and clean barge deck flooring.
Apply non-skid epoxy material for improved traction and longevity.

Remove and replace emergency lighting
Remove and replace ceiling fans

Items of Work-Mechanical
Dining Area- Provide and install a properly sized HVAC unit with a supply and return air duct system. The exposed ductwork in the dining area will be a metal spiral system with air devices. The unit will be placed on the roof above the kitchen storage area. The owner will provide the support stand. Include thermostat, condensate drain, and equipment start-up.
Kitchen Area- Remove and dispose of the existing HVAC system. Provide and install a properly sized HVAC unit with duct adaptors, refrigeration line set, low-voltage wiring, condensate drain, Honeywell thermostat, and equipment start-up. The unit will also be placed on the roof above the kitchen storage area, with a support stand provided by the owner.

Project Coordination and Requirements
Pre-Demolition Work: Wood ceiling sheeting will be removed before the contractor begins work.
Cooperation Among Contractors: Coordination between all contractors is required throughout the project to ensure efficiency and minimal disruption.
Electrical & Plumbing Work: These installations will be performed while structural improvements are exposed and must be completed before insulation and sheet metal installation.
Prevailing Wages: The contractor will be required to pay prevailing wages as published by the Illinois Department of Labor for St. Clair County at the time of proposal submission.
Project Completion: All work shall be completed by July 1, 2025.

General Manager
The General Manager of the Kaskaskia Regional Port District is responsible for the daily operations of the Port District including the management of the properties and business of the Port District and the employees thereof subject to the general control of the Port District’s Board. Additionally, the General Manager shall direct the enforcement of all ordinances, resolutions, rules, and regulations of the Board, and shall perform such other duties as may be prescribed from time to time by the Board, which may include fiscal management, personnel management, customer relations, business development and oversight of the terminal operators of all Port District facilities and properties. Reporting to a 15-member Board of Directors, the General Manager will also be responsible for other tasks as assigned and under the general direction of the Port District Board. The General Manager serves at the will of, reports directly to, and is responsible/accountable to the Kaskaskia Regional Port District Board Members. The General Manager position is a full-time position located in Red Bud, Illinois.
The ideal candidate will be an experienced professional with a successful track record of developing and implementing port and marine terminal development and other infrastructure projects (i.e., rail), as well as demonstrating a proven expertise in managing Federal and State Grant requirements while navigating local, state and federal government activities and conceptualizing, developing and launching new business opportunities.
The ideal candidate will be an excellent communicator and collaborative leader who is adept at developing and realizing a vision for business growth while successfully managing all aspects of a diverse organization. The ideal candidate will have exceptional business acumen and the ability to work effectively with a wide range of stakeholders, preferably having reported previously to an elected or appointed board or commission. The candidate understands that the Port District is a public body and that the position of General Manager serves for the benefit of the public.
Essential Job Functions
· Implements the Strategic Plan of the Port District.
· Responsible for the development of operating plans and budgets, monitoring of fiscal conditions, approving budget expenses, and monitoring operational forecasts.
· Proactively identify opportunities to contain costs and/or increase revenues. Reports these conditions and opportunities to the Board.
· Directly accountable to the Board for the overall management and daily operations of the Port District, including any contractual requirements with the Terminal Operators and tenants.
· Serve as the Port District’s liaison with public and private entities, stakeholders, and community organizations at the local, state, and federal level.
· Provide direct supervision, effective leadership, and mentoring of the Port District’s Team. Supervision of staff to include ensuring staff are properly trained; ensuring staff follow policies, procedures, and applicable laws, rules, and regulations; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary decisions.
· Direct management and coordination of the complete grant administration process, includes researching grants, developing grant applications and submissions, oversight of post-award compliance, and related activities.
· Supervise and coordinate the negotiation of contracts for all Port District projects including major capital projects, employee remuneration, rental/lease agreements, and other business-related transactions.
· Responsible for the maintenance and development of all Port District-owned assets and facilities, including compliance with applicable laws and regulations and the securing of all permits from regulatory agencies necessary to conduct Port District business.
· Oversee the scheduling of Board Meetings and executive sessions, following the guidelines of the Illinois Open Meetings Act. Attend all Board Meetings.
· Oversees the outreach efforts including updating the website and contact with media and other organizations.
· An active participant in IRPD, LKSI, Bi-State Freightway, IDOT Advisory Committee, and KWA. Attends meetings of other organizations and agencies from time to time including meetings held in the evening.
· Within one year completes the Certificate Program for The Inland Maritime Port Manager/Executive (IMPM/IMPE) Program.
Required Education & Experience
· A bachelor’s degree in business or related disciplines.
· Minimum of at least 3 years in an executive level role. Experience must include personnel management, fiscal budget management, maritime and/or port development, and/or an equivalent combination of education and experience, which demonstrate the knowledge, skills, and abilities necessary to successfully perform the essential functions of the job.
· Knowledge of general cargo and dry bulk commodity port operations and management, economic development, maritime and railroad commerce, personnel practices, operations of marine facilities and docks, railroad operations and infrastructure, public budget practices, warehouse property management, dredging, and project management.
· Proficient in MS Office, Zoom, and Google products such as Google Sheets, Google Sites, Gmail, Google Calendar etc.
Additional Qualifications
· Experience with political advocacy at the federal, state, and local levels. Community outreach oriented with experience representing an organization to a wide variety of audiences.
· Experience interpreting and applying federal, state, and local policies, laws, rules, and regulations.
· High level of negotiating experience, specifically related to major capital projects. Work duties may take place in the office or outside in inclement weather, on and around docks, storage yards, warehousing, and barges.
· The successful candidate is expected to live within the Port District’s territorial jurisdiction.
· While performing the duties of this job, the employee is often required to: climb stairs, bend, stoop, kneel, twist, reach with hands, sit, stand for an extended period of time, climb ladders, walk, lift and/or move up to 50 pounds.
· Must have a valid Driver’s License. The work will require travel to various locations.
